GlobSnow: Call for Proposal is now open for competitive tender

The Invitation To Tender (ITT) on the DUE, "GlobSnow", Ref. AO5684 in the ESA Invitations to Tender, has been published the 30 of May on EMITS with a closing date of 11 July 2008.

The European Space Agency (ESA) hereby invites all interested companies from all eligible DUE participating countries to submit a tender for the GlobSnow procurement. If companies are not yet registered as an ESA bidder, they are invited to obtain access to EMITS by completing a questionnaire, which can be found at the indicated URL below, section Registration Request.

The main purpose of the GlobSnow DUE project is to define, implement and validate, a Earth Observation (EO) snow monitoring information service on a global scale. The service is intended to support the GCOS implementation plan with systematic satellite-based Earth Observations on the Essential Climate Variable global snow aeral extent and related products. The global snow monitoring service should be developed in close collaboration and in accordance with the users in the climate change research community and their requirements as defined by the UNFCCC. Specifically the requirements for fulfilling a long term climate data record (CDR) in terms of stability, accuracy and homogeneity should be respected as far as possible.

In order to ensure the objectives of a global snow monitoring service the following steps are required within GlobSnow:
  • Identification and specification of the user requirements;
  • Standardization of data sets and algorithms required to qualify for a relevant CDR
  • Demonstration and validation of the implemented service in collaboration with the user community
The ultimate aim of the GlobSnow project is the development of the knowledge and technical capacity necessary to implement a sustainable global snow monitoring service fulfilling the GCOS implementation plan requirements.

The GlobSnow project supports users within the climate change research community involved in global snow monitoring:
(i) intergovernmental bodies (e.g. WCRP, EEA)
(ii) governmental institutions (e.g. Meteorological Offices, national environmental agencies)
(iii) scientific groups.
