1st DUP-2 Call For Proposals is now open for competitive tender

The Invitation To Tender (ITT) on "DUP-2, First Call for Proposals (2001)", Item no. 01.1AE.05 in the List of ESA Intended Invitations to Tender has been published on EMITS on 11 May 2001 with a closing date of 22 June 2001.
The European Space Agency (ESA) hereby invites all companies from DUP participating countries to submit a tender for the above subject.

If companies are not yet registered as an ESA bidder, they are invited to obtain access to EMITS by completing a questionnaire which can be found at the indicated URL ESA Bidder request , section Request for a temporary ESA bidder code.

When returning the questionnaire companies shall make sure they refer to the ESABD code (ESA bidders data reference).

The first DUP-2 CFP is calling for proposals responding to three sets of activities:

  1. Call for Small Services Projects, whereby companies are invited to develop innovative information services of small to medium scales. The specific information services are to be identified by the Contractor, targeted end-users are to be engaged and preliminary services requirements are to be specified in advance at the initiative of the Contractor. All such projects shall respond to the general objectives of the Data User Programme. End-users are expected to commit resources (i.e. finance and/or manpower) and to actively participate to the execution of the project with preferably some Work Packages directly assigned to them. Whereas small services projects can be proposed in reply to requirements (listed in Appendix E) of end-users identified at programme level.

  2. Call for Service Definitions Projects, whereby companies are invited to define Information Products and Services in preparation of the development of sustainable large scale information services that will be funded in a subsequent call of the DUP-2. Priority information services as well as targeted end-user communities have already been identified by the ESA Executive, in agreement with the DUP Advisory Committee, and are included in the present document.

  3. Call for the development of an Italian DEM with ERS and SRTM (IDES), whereby companies are invited to produce the Digital Elevation Model of the overall Italian territory using both SRTM and ERS data. This project will be developed in two successive phases: a detailed definition and a development phase.
Proposals involving international teams, which build upon expertise and capabilities already available in the DUP participating countries, is a mandatory requirement. The aim is twofold: firstly to create an incentive for project teams to combine complementary skills and access the best expertise available in the DUP participating countries; secondly, to assure access to the widest possible user-base for the services developed, in particular beyond the DUP participating countries.

Credible User Engagement is mandatory for all projects without exception. This essential prerequisite is applicable to both Small Projects and Service Definition Projects. At least one user organisation, representative of its community, shall be fully engaged throughout the project and shall formally commit to participate to relevant project work packages with defined deliverables. Its is anticipated that the user involvement must cover the Service Definition phase as well as the Service Assessment phase, including product validation if applicable.
