DUE eSurge ITT - Ref. AO6594

The Invitations To Tender (ITT) on the DUE Storm Surge project (eSurge), Ref. AO6594 has been published on EMITS with a closing date of 3 January 2011.

The European Space Agency (ESA) hereby invites all interested companies from DUE participating countries to submit a tender for the DUE eSurge procurement. If companies are not yet registered as an ESA bidder, they are invited to obtain access to EMITS by completing a questionnaire, which can be found at the indicated URL below, section Registration Request.

The tiltle of the DUE eSurge ITT is "ESA Data User Element (DUE) storm Surge Demonstration Service (eSurge)" and is referenced AO6594 in the ESA Electronic Mailing Invitation to Tender System (EMITS).

The aim of the Data User Element (DUE) storm Surge Demonstration Service (eSurge) project is to support storm surge systems, their services, engineers and scientists by facilitating the global user uptake and application of advanced information products from ESA and other Earth Observation missions.

To achieve the project aim, the objectives of the eSurge project are:

  • To develop, demonstrate and validate the latest advanced techniques for retrieving high-resolution information on TWLE, wind speed, and waves in the coastal zone from EO measurements to address storm surge user requirements
  • To develop and operate (based on mature and existing altimeter retracking systems), validate and provide access to dedicated coastal altimetry products tuned to storm surge events in a number of user defined Areas of Interest (AOI)
  • To provide access to other more general EO data products (e.g., SST, standard altimeter and scatterometer products, and moderate resolution optical data for coastal inundation mapping) together with NWP, NOP and other socio-economic data that fully describe ETC and TC storm surge events in a number of user defined Areas of Interest (AOI)
  • To develop an extensive and open-access database of historical and contemporary storm surge events (with interface tools to use them) in a number of user defined Areas of Interest called the eSurge Event Analysis and Repository Service (SEARS) allowing the study of storm surge events in an off-line mode
  • To provide a demonstration NRT service of user defined satellite data products and eSurge services in support of operational and experimental storm surge forecasting and warning services
  • To design and implement, together with the eSurge user community, a number of re-analysis data assimilation and validation experiments for historical and contemporary storm surge events that demonstrate the impact of EO data on storm surge applications
  • To encourage and assist the storm surge community to fully exploit the potential of satellite data for storm surge applications through dedicated training activities

The project is focused on the development and application of Level-2 geophysical products and services to the storm surge community building on existing data streams and existing research techniques (other programs are available within ESA to develop new low level satellite product algorithms).

Closing date has been fixed on the 3 January 2011.
