The rationale for establishing pollutant emission registers was provided by Agenda 21 of the 1992 United Nations Conference on Environment and Development (UNCED) in Rio. The OECD then took the initiative in establishing Pollutant Release and Transfer Registers (PRTRs). In five international Workshops a Guidance Manual for Governments was developed; this was published in 1996. In the same year the OECD published a Council Recommendation on implementing PRTRs in the member countries. In 1998 the Inter-Organisation Programme for the Sound Management of Chemicals (IOMC) PRTR Coordinating Group was founded, to coordinate the activities of various international organisations. Several international conferences promoted the establishment and further development of the PRTRs, e.g. the 1998 international Tokyo PRTR Conference, and the three Sessions of the Intergovernmental Forum on Chemical Safety (IFCS) held so far. The Working Group on PRTRs was set up under the Aarhus Convention to prepare a legally binding instrument on PRTRs. It is intended that this document be signed at the Fifth Ministerial Conference ”Environment for Europe” to be held in 2003 in Kiev.
